The Government of Canada launched the Emerging Leaders in the Americas Program (ELAP) 202020-2021. ELAP scholarships provide students from Latin America and the Caribbean with short-term exchange opportunities for study or research at the undergraduate and graduate levels.

Value and Duration
- $7,200 CAN for undergraduate or graduate students (Master's and PhD) for four months or one academic term of study or research; or
- $9,700 CAN for graduate students (Master's and PhD) for a period of five to six months of study or research
- $14,700 CAN for undergraduate CARICOM (2 academic terms of study
Students must be citizens of one of the following eligible countries:
- Caribbean: Anguilla , Antigua and Barbuda , Bahamas, Barbados , Belize, Bermuda , Cuba , Dominica, Grenada , Guyana, Haiti , British Virgin Islands , Cayman Islands, Jamaica , Montserrat , Dominican Republic, St. Kitts , St. Lucia Saint Vincent and the Grenadines , Suriname, Trinidad and Tobago , Turkey and Caicos Islands ;
- South America: Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, Paraguay, Peru, Uruguay, Venezuela;
- Central America: Costa Rica, Guatemala, Honduras, Nicaragua, Panama, El Salvador;
- North America: Mexico;
- Caricom:Anguilla, Antigua and Barbuda, Bahamas, Barbados, Belize, Bermuda, British Virgin Islands, Cayman Islands, Dominica, Grenada, Guyana, Haiti, Jamaica, Montserrat, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Suriname, Trinidad and Tobago, Turks and Caicos.
